1.  Implications of missing Certified Payroll

We are Texas GC that does not typically have jobs with certified payroll.  However, we added a couple of jobs last year that require certified payroll and we have discovered some smaller subcontractors used for misc services did not complete their certified payroll.  We are at the end of the job and discovered these gaps.  We have reach out to them and they are unresponsive.  We never released their retainage, and do not have a final lien waiver.  While this is the exception, not the norm... i suspect this will still be an issue, even thou these are for a few thousand dollars out of millions in payroll.

What are the implications that you have seen?  Is it an all or nothing, or is there any grace for some minor exceptions?  What exposure does the company have as a result?  Penalties, fines, DOL audits, etc?
